The Ghana Education Service (GES) will from 2023 begin the implementation of a new organizational framework. The new structure developed under the Education Workforce Initiative (EWI) has gone through various stages and is currently being fine-tuned for implementation from next year. Pricewaterhousecoopers is collaborating with the Ministry of Education and the Ghana Education Service to develop the new framework.
Stakeholders drawn from various regions and districts across the country are reviewing the design before final implementation. The participants include District/Metro Directors of education, Heads of Human Resource and Supervision as well as Public Relations Officers of the service. The re-designed education workforce framework is expected to lead to the attainment of a more efficient, aligned and coherent arrangements at all levels in the system. The new edifice is distinct from the current one in many respects including having some traces of functional duplication between the regions and the districts. It also has less focus on inclusion and lacks a more efficient approach to collecting data. Generally, there are inconsistencies and inefficiencies of roles and configurations. Consequently, major improvement of the old structure would find expression in the following:
- Reorganization of functions to deliver pre-tertiary education policies that enable all children to have a good quality education.
- A separate function for school management, leadership and accountability to enable greater accountability and good governance.
- An ICT/EdTech function to oversee technology for planning, management and enhanced teaching and learning.
- A re-focused research, monitoring and evaluation function to ensure standardized processes for defining, collecting, storing, accessing and utilizing relevant data to drive policy planning and implementation for improved learning outcomes.
- Support roles to free up senior leadership time to focus more on instructional leadership.
- Extended inclusive education beyond special education to include culture, girl-child, and safe schools and to address barriers to access and learning.
- Including a community liaison officer to ensure community engagement and participation at school level.
The new workforce design has been approved by senior management of the Ministry of Education and the Ghana Education Service.
